This type of behavior is all over the country.
In Md it is "legally" done on many occasions by local subdivisions ( run by Dems ) because the treatment plants can't handle large amounts of liquid. Now to upgrade them costs money and we would rather waste the money of raises for employees who don't work or stem cell research, ect, ect, ect. However, I am sure that lots of local subdivisions run by repubs do the same.
